I am not testing this, but I can say that just having the same name does not help. I wanted a new appearance 3+ years ago on something. I put the armor in storage, remade the character, and could wear none of it. This might be different with the name change system, since the base character is there someplace, but I also would not risk it.

Sorry to hear about the unfortunate inconvenience. I have a question though:
When you did the makeover, did you change the character model itself or just face/hair? I ask because perhaps ANet tested name swap on existing character models but neglected for people who are changing to new models.

That could well explain it.
I'm fairly at one point a long time they introduced measures to stop people creating PvP characters, putting the equipment in storage, deleting them and creating a PvE character of the same name to use the equipment.
Now equipment is tied by character ID and not name, but that may have not always been the case, and there could be some legacy code that caused your problem.
(Ok apparently that's not actually the case)

I did the exact same thing but am not encountering problems. I had a pvp monk named Dust Xa which I deleted prior to changing my elementalist to the same name. No problems here.

Everything in my HoM is tied to the old character name. Will I have use of it in guild wars2. To be honest I am pretty much done all I want to do in guild wars. My MAIN concern is that I do loose the 32 titles I had on that character. I went to the HOM and I can still see all the stuff I put in there. So I am safe with that at least, right? Please tell me that I am.

Ah, I see what you mean. So armor for example will still show customized to Old Name but character New Name should still be able to wear it. Odd, but makes more sense than losing everything I guess. Though the answer given on the site isn't totally clear either.

I know, it is a different circumstance, but doesnt your armor and weapons still work on your character after a name ban. That is essentially a name change right?. My weapons on my banned characters' names still have the old name but work as expected.

I just done a make over and name change from D Shot On Recharge to Dshot Shootz Ya.
Took armor piece off - went back on fine, took cust wep off - went back on fine, changed armor to cust norn - went on just fine.
No problems here.

Well, I changed name on my ele and the old name is still on the armours but I can equip them just fine.
I also have all my titles and stuff still.
I would think the bug is that you had your armours in the xunlai when you changed over. I had all of them in my inventory when I changed names and perhaps that's something they hadn't thought of yet.

Equipment is tied to characters by a character ID, not by the name. That's what makes this issue so confusing.
I can't think of a reason why the character ID would change. Perhaps when some people change their name it creates a new character ID instead of using the original one?
The whole PvP character thing sounded plausible but apparently is not the case. Perhaps changing the characters appearance to a different campaign might be worth looking at as a possible cause... There's really no obvious ones to start with though.

Well i'm not buying anything from the store until the pages actually load. I remember buying 2 x NF because the store was bugged/pages not loading.

im soooo glad that anet decided to skip this month's skill balance update for bug testing. it was soo worth it!

These things slip through. Anet has a pretty good track record for testing, in general.
The difficulty is with the differences between the test server and the live server. Something that works on the test server just fine may somehow break when it's put up on the live server due to the different databases.
I'm not making excuses for them, this is a pretty epic bug, just saying it's not as simple as it might seem.
